International Insurance Agency Services, LLC ("IIS") is a Managing General Underwriter (MGU) specializing in independent reinsurance underwriting, marketing, and administrative services that support employee benefit programs. IIS creates unique concepts in self-funding for employee benefit programs desired by employers in the current environment.
Our company was established in 1993 and throughout the last two decades of operations, we have dedicated ourselves to being on the cutting edge of reinsurance programs, which react to America’s demands in a climate of constant change. We have worked diligently over the years to build and sustain solid relationships throughout the industry.
IIS specializes in supporting plans for partially self-funded groups catering to specific requirements and customizing reinsurance terms to meet expectations and budgets. We provide an alternative to increasingly expensive fully insured programs, while providing a cushion against severe and catastrophic claims. With current cost trends in the medical field, efficient and affordable medical insurance plans are integral for an employer to satisfy an educated, productive, and quality workforce.

Richard Eagan was instrumental in establishing IIS in 1993. He serves as the President and CFO and is primarily responsible for accounting functions, maintaining and developing carrier and reinsurance relationships, and representing IIS’s products and services to key production sources.
Richard has served in various management roles for several reciprocal insurance exchanges including the Massachusetts Employers’ Insurance Exchange, the New Jersey Citizens’ United and the Licensed Beverage Insurance Exchange. While serving at these various entities, Richard was responsible for all accounting and financial functions.
Richard been in the insurance industry since 1967, and has also served at the CNA Financial Corporation and at the Beaven/Inter-American Companies. While at the Beaven/Inter-American Companies, Richard filled the roles of Vice President, Treasurer, Controller, and a member of the Board of Directors.
Richard is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants, the Illinois Society of Certified Public Accountants, and the Society of Financial Examiners. He has pursued a vocation attending Notre Dame university for four years, studies in electrical engineering at the university of Illinois (Urbana) for two years, and both graduate and undergraduate business education at DePaul University.
Philip Stuart is the Vice President of Claims managing the stop loss reimbursement department. In addition, Philip reviews all stop loss quotes produced by the underwriting department and has authority to review those individuals with ongoing claim situations, and provide final underwriting approval on those individuals.
Prior to joining IIS, Philip was employed by the Beaven/Inter-American Companies as Vice President and Chief Underwriter. He was responsible for all phases of life underwriting, reinsurance, claims, customer service, policy issue, and new business.
Philip has also served as the Vice President and Life Administrator for the United Equitable Corporation and as the Director of Underwriting for Globe Life Insurance Company/Ryan Insurance Group.
Prior to relocating from the United Kingdom to the United States in 1971, Philip was employed as an underwriter for 9 years at the Farmers Union Society and Prudential Assurance Company.
Philip is a member of several professional underwriting associations, past President of the Chicago Home Office Life Underwriters association, and founding member and past President of the Group Underwriters Association of America.
Kevin Eagan rejoined IIS as Controller in 2005. As director of accounting operations, Kevin is responsible for overseeing the premium activities, commission cycles, internal and external audits, management and financial reporting, internal controls, and tax matters for the company and its reinsurance programs.
Previously, Kevin worked for a CPA firm in public accounting where his responsibilities were comprised of conducting audits, reviewing internal controls, preparing financial statements, and consulting on business strategies. Kevin is a member of both the American Institute of Certified Public Accountants and the Illinois CPA Society.
Jim Walaszek is a Vice President of Underwriting at IIS and has been with the company since its inception in 1993. Jim is mainly involved in the renewal underwriting process, but also assumes an advisory role to the new business staff underwriters.
He came to IIS from the Beaven/Inter-American Companies, an MGU, marketing and administration company specializing in employee benefits consulting and the administration of life, health and annuity products. At the Beaven/Inter-American Companies, Jim was the Director of New Business and worked extensively with an elite group of Employee Benefit Specialists and Pension Consultants.
Jim is a graduate of the University of Illinois at Champaign/Urbana with a Bachelors of Science degree in Business Administration and Marketing.
Roberta Konicek is a Vice President of Underwriting at IIS and has been with the company since its inception in 1993 Roberta has also served as a Senior Underwriter and Staff Underwriter. Roberta maintains strong business relationships with the primary payors and brokers working with IIS and is a positive influence in developing and maintaining IIS’ block of business.
Prior to joining IIS, Roberta held the position of Senior Underwriter for a managing general underwriting firm, K & A Stop-Loss, Inc. Her responsibilities included underwriting for TPA’s, marketing new business and administration of renewal groups.
Before working with K & A, Roberta served as a Customer Service Representative with the Beaven/Inter-American Companies.
Roberta graduated from Milliken University with a Bachelor of Science degree in Personnel Management.
Ryan Austin joined IIS as a National Marketing Director in January 2011 and is responsible for cultivating existing sources and developing new outlets for reinsurance prospects as well promoting retention across our book of business.
Ryan is a strategic leader with over 14 years of proven results in the PPO, Healthcare Management, and Group Insurance markets. He has held a number of roles throughout his career in the healthcare industry, including Vice President of Sales Support for HealthSmart Holdings, Director of Product Management for Fiserv Health, and Marketing Supervisor for Benefit Planners. During his stint with HealthSmart, Ryan was critical in developing a team of sales support specialists whose support of sales and retention initiatives delivered the highest revenues in that company’s history.
Ryan has received both a Masters of Business Administration degree and a Bachelors of Business Administration degree, with a concentration in Marketing, from Texas Tech University.
David Haddad is the Chief Marketing Officer for IIS. Since joining the IIS organization in 2008, Mr. Haddad has increased the volume of business with the IIS organization more than 4X fold. Within the IIS organization, Mr. Haddad is responsible for new business development, product development, account retention, reinsurance underwriting and portfolio profitability.
Having been in the industry for 28 years, Mr. Haddad has held a variety of positions within the industry in both direct and reinsurance underwriting. Starting his career at The Travelers in 1983, Mr. Haddad progressed his way from line underwriting positions to portfolio management positions at the reinsurance level.
Mr. Haddad holds an MBA from the University of New Haven, concentrated in finance and marketing. Mr. Haddad is currently working on his PhD in Business Administration and Applied Mathematics/Actuarial Sciences at the University of Connecticut. In addition, Mr. Haddad holds a variety of designations though AHIP (America’s Health Insurance Plans). AHIP designations include HIA, HIPAA and DIA.
Mike Eagan is the Senior Claims Manager of IIS. He started with the company in 2003. Mike is involved in identifying and managing potential large and catastrophic claim situations as well as the evaluation and implementation of appropriate cost containment measures in such situations. Mike conducts reviews of stop loss claim submissions and assumes the role of manager to the other claims examiners.
When my partners and I started our company almost 20 years ago, we envisioned providing stop loss reinsurance to employer groups using excellent risk carriers with service to the producers that noticeably exceeded the standard degree existing in the marketplace. Our objective was to find key producers and partners throughout the industry who would recognize the unique value proposition we offer which distinguishes IIS within a sea of competition.
IIS was formed as a Managing General Underwriter with two investment partners and six managing partners dedicated full time to the company’s operations. Every one of the managing partners has more than 25 years experience in the stop loss marketplace. Along with our firm’s strength, experience and loyalty we have demonstrated our prevailing advantage and long term commitment by providing our own risk sharing affiliate to participate substantially in all the business we manage.
IIS has been witness to some amazing changes in the competitive landscape over the years including the expansion and contraction of reinsurers, entrance and exit of plan administrators, hard and soft premium markets, increasing regulatory directives and most recently, governmental intrusion into private healthcare. We can boast stability and dominance in the stop loss market while still providing personal, quality service to both our producers and their clients.
